## Description

AMCROSS (Advanced Modernized Customs Rulings Open Search System) is a secure web application built by MetaPhase that provides public access to U.S. Customs and Border Protection binding ruling letters. Designed for importers, customs brokers, trade attorneys, and other users of customs precedent, it brings rulings from 1966 to the present into one searchable resource. Users can search by ruling number, tariff code, citation, phrase, or plain-language keywords, or browse the collection using filters. Each ruling is reproduced verbatim and includes its number, issuing office, and date, with options to print, download, or copy a citation. AMCROSS also maps relationships among rulings, showing what a letter cites, modifies, or revokes and tracking later changes. Its database includes rulings from CBP’s New York and Headquarters offices and is refreshed from CBP twice daily. The platform offers a documented API and bulk exports covering rulings, tariffs, and their relationships, enabling use in other tools.
