ANPUD is a regional community-led organization in Asia that focuses on community empowerment, human rights, and evidence-based drug laws and policies. It originated from the "First Consultation on the Prevention of HIV Related to Drug Use" in Goa, India, in 2008, where Asian drug user activists gathered to develop the Goa Declaration.
