ARF's journey began in 1991, in a donated office space, with a small group of dedicated volunteers who worked tirelessly to save 157 dogs and cats in their first year. Recognizing the remarkable impact animals have on people's lives, ARF's board of directors established their dual mission. They introduced humane education programs for children and therapy animals for seniors, veterans, and more individuals in need.

In addition, ARF developed programs to help low-income pet guardians keep their pets in homes. Despite humble beginnings, ARF's dreams became reality with the construction of a 37,700-square-foot animal care facility and community center in Walnut Creek. This facility, completed in 2003, sets the standard for animal sheltering by providing homely condos for their shelter guests.

ARF's efforts have continued to expand with the inclusion of a Pets and Vets Training Center and an animal care wing and veterinary clinic for veterans in 2021. Thanks to the support of their dedicated supporters, ARF has found loving families for over 47,000 dogs and cats, performed over 56,000 spay and neuter surgeries to combat pet overpopulation, and graduated 59 rescue-turned-service dogs with their veteran handlers.
