Welcome to the Burlington Partnership for a Healthy Community (BPHC), an organization dedicated to preventing substance abuse in Burlington, VT. Our goal is to support an environment where all community members can thrive, and where healthy choices are accessible to everyone, regardless of who they are or where they live. As the laws surrounding cannabis have rapidly changed in the past decade, it is crucial for us to stay informed.

The BPHC believes in spending just as much time and resources on public health, protecting youth, and advancing social equity as on the legal profit-making system. We know that early substance use can lead to long-lasting problems, which is why our coalition focuses heavily on youth prevention strategies. Unfortunately, industries like Big Tobacco and Big Alcohol have a history of marketing to vulnerable populations.

Now, the growing cannabis industry, backed by major alcohol, tobacco, and pharmaceutical companies, is poised to do the same. To reduce harm and prevent problem cannabis use, we must implement evidence-based strategies, drawing on research from tobacco and alcohol control. This includes creating buffers for adult-only product sales near schools, establishing density maximums, prohibiting public use and advertising aimed at minors, and requiring clear warnings and disclosures.
