They also strive to eliminate the barriers that prevent these children from enjoying the fundamental right to a family. The Congressional Coalition on Adoption Caucus (CCA) is the largest bicameral, bipartisan caucus in Congress. Established in 1985, it offers various programs and events throughout the year to engage Members of Congress on adoption policies and programs.
