## Description

The Global Commission on the Stability of Cyberspace (GCSC) is an independent, international initiative focused on promoting peace and prosperity through greater stability in cyberspace. Its mission is to develop proposals for norms and policies that strengthen international security and guide responsible behavior by state and non-state actors online. The Commission brings together 26 prominent independent Commissioners from different regions and backgrounds, including government, industry, technical, and civil society stakeholders.

The GCSC works to build shared understanding among a broad range of stakeholders and advance cyber stability through information exchange, capacity building, research, and advocacy. Its resources include a full report, research and stocktaking on cyberstability norms and institutional dialogues, and video materials on topics such as protecting the public core of the internet. The Commission has also proposed norms of responsible behavior in cyberspace and provides a downloadable norms package. Through these publications and initiatives, the GCSC seeks to support the peaceful use of cyberspace while helping address the risks posed by changing forms of conflict and cyber activity.
