Welcome to EMCID, the East Montgomery County Improvement District, located just 25 minutes northeast of downtown Houston. Covering a 158-square mile area, EMCID is home to over 80,000 residents in the communities of New Caney, Patton Village, Porter, Roman Forest, Splendora, and Kingwood. EMCID was established in 1997 through state legislation, with the aim of promoting economic and community development while providing educational opportunities for residents in the eastern area of Montgomery County.


With a board of eight elected individuals leading the district, EMCID strategically focuses on retail, commercial, and industrial development to create a thriving business environment. To encourage growth, EMCID offers financial incentives such as cash, land, tax rebates, infrastructure support, and workforce development funds to companies that contribute to job creation. Additionally, the East Montgomery County Economic Development Corporation, a non-profit subsidiary of EMCID, provides low-interest loans to businesses.
