## Description

FORF, the Norwegian Forum for Voluntary Rescue Organisations, is an umbrella organisation representing voluntary groups involved in Norway’s rescue services. Its purpose is to bring members’ perspectives and needs to government authorities and other stakeholders, strengthen rescue expertise, encourage professional development, and support effective cooperation with rescue-service authorities. FORF also works to raise awareness of volunteers’ contributions and improve the conditions in which member organisations operate.

As of 2025, FORF has nine member organisations, including the Norwegian Red Cross, Norwegian People’s Aid, Norwegian Rescue Dogs, the Norwegian Society for Sea Rescue, and groups specialising in alpine rescue, caving, aviation, scouting and radio communications. Together, these organisations provide resources across land, sea, mountains and air. Their volunteers receive training suited to their areas of expertise and work within established systems for quality and emergency preparedness. Strong local knowledge helps them respond in the communities and areas where incidents occur.

FORF supports this work through guidance, representation, professional forums, information and events, including its annual seminar.
