## Description

Haxx, known as Hafesa until December 2025, is a Spanish petroleum group involved in the storage and handling of fuel. Its facilities include the DBA plant at the Port of Bilbao, where fuel is held in tax warehouses and supplied to customers. The company has told clients that Bizkaia’s tax authority suspended the plant’s Activity and Establishment Code, a permit required for it to operate. The suspension has temporarily halted fuel deliveries from the site while Haxx negotiates with the authorities and seeks to resume operations and sell fuel already committed to customers. The group has expressed hope that activity can restart, although the timing depends on the permit being restored. The report also notes that Hafesa received a seven-year payment extension in 2023 for a substantial tax debt, and that the company and individuals linked to the former group were involved in a separate tax-fraud case. These developments form part of the context surrounding Haxx’s current operations and its efforts to resolve the interruption at its Bilbao facility.
