The purpose of GO Virginia is to support programs that create high-paying jobs through incentivized collaboration between business, education, and government, with the goal of diversifying and strengthening the economy in every region of the Commonwealth. It recognizes the urgent need for private-sector growth in Virginia, especially in light of federal cutbacks that have exposed over-dependence on public-sector jobs.

To achieve growth and diversification, GO Virginia emphasizes the importance of effective collaboration between business, education, and government in each region, with the state government acting as a catalyst and partner. The initiative operates through the Growth & Opportunity Board, which awards funds to approved projects, overseen by Regional Councils. The administrative aspects are supported by the Virginia Department of Housing and Community Development, while the GO Virginia Foundation provides education and advocacy
