They have received support from philanthropic institutions and government agencies, including the Health Resources and Services Agency (HRSA) and the Administration for Children and Families. Funding for HFP's work comes from grants and contracts from government entities and private foundations, member dues, payments for shared services, and fees charged to organizational clients for specific services.

Their services to consumers are grant-funded and provided at no charge, albeit with certain eligibility restrictions. HFP also emphasizes inclusivity and maintains an Inclusivity Council that promotes justice, diversity, equity, and inclusion within the organization.
