HSNCFL, or the Homeless Services Network of Central Florida, is committed to providing a safe place to call home for everyone. Their goal is to make homelessness rare and brief throughout Central Florida. As the lead agency on homelessness for the region, HSNCFL works in Orange, Osceola, and Seminole counties, as well as the cities of Orlando, Kissimmee, and Sanford. They are also responsible for the region's Veteran's Administration Supportive Services for Families grant program.

While HSNCFL doesn't operate a shelter themselves, they coordinate the region's response to homelessness. They provide training, recruit landlords for homeless housing, manage a coordinated entry system for individuals seeking help, track data, advocate for legislative and policy changes, and apply for and monitor grant funding. Their nonprofit partners, part of the Continuum of Care FL-507, provide crisis, recovery, and housing services. HSNCFL prioritizes individuals who are least likely to regain housing on their own, such as those who are considered chronically homeless or have a physical or mental health disability.

They also prioritize veterans, families with minor children, survivors of domestic violence and human trafficking, and homeless youth and young adults without family support. Under the leadership of HSNCFL, Central Florida has increased its grant funding from HUD and state and local funding to address homelessness. They have shifted their focus to data-driven and best-practice Housing First interventions, where housing is provided as the first step, followed by wrap-around services to address education, job training, financial counseling, and healthcare. Founded in 1993, HSNCFL has grown and diversified services under the leadership of Helaine Blum, Marilyn Gordon, Cathy Jackson, and now Martha Are, the current CEO.
