The Iowa Community Action Association (ICAA) is a nationwide network of local agencies established in 1964 under the Economic Opportunity Act. The association is dedicated to finding local solutions to alleviate poverty and empower low-income citizens in Iowa. With sixteen Community Action Agencies (CAAs) serving all 99 counties in the state, ICAA assists over 320,000 Iowans annually.

The CAAs, which are private, non-profit organizations, collaborate with various local entities to provide a wide range of services.
