IU13 is an education service agency committed to providing services to school districts and communities across the state. With a focus on improving student learning, IU13 offers a wide range of educational programs and services. They serve the 22 public school districts in Lancaster and Lebanon counties, as well as students in nonpublic schools, preschoolers, and adult learners throughout Pennsylvania.

IU13 also operates the Harrisburg location of the Pennsylvania Training and Technical Assistance Network (PaTTAN), in partnership with the Pennsylvania Department of Education. IU13's mission is to provide services, supports, and solutions that make a difference to all learners and the community. Their vision for 2022-2027 includes cultivating conditions for trust and unity within education systems and communities, with a focus on educational services, technical assistance, developing leaders, and convening and connecting.
