The Komati Basin Water Authority (KOBWA) is a bi-national entity formed in 1993, dedicated to the development and utilization of the water resources of the KOMATI River Basin. The authority was established through a treaty signed between the Kingdom of Eswatini and the Republic of South Africa. KOBWA's main focus was to implement Phase 1 of the Komati River Basin Development Project, which included the design, construction, operation, and maintenance of the Driekoppies Dam in South Africa (Phase 1a) and the Maguga Dam in Eswatini (Phase 1b). The construction of the Maguga Dam marked the completion of phase 1 of the project.

Currently, KOBWA is committed to the operation and maintenance of the dams and related infrastructure. The authority consists of four main departments: Water Management, Corporate, Finance, and Administration. These departments ensure the smooth functioning of the organization in terms of system operation, finance control, human resource support, and daily operations.

The Komati River Basin is a vital water source for South Africa, Eswatini, and Mozambique. The development plan for the basin aims to cater to the increasing water demands of these countries. Phase 1 of the project included the construction of the Driekoppies Dam and the Maguga Dam. The establishment of the Joint Water Commission (JWC) and the bi-national Komati Basin Water Authority (KOBWA) facilitated the implementation and sharing of resources for the project.
