The Baltimore City Mayor's Office of Employment Development (MOED) is dedicated to delivering economic justice to the residents of Baltimore. Their mission is to create an equitable workforce system that meets the needs of all residents and provides viable economic opportunities, especially for those who have historically faced disadvantages. MOED's vision is for all city residents to reach their full career potential, while businesses have the resources to thrive.


To achieve this, MOED collaborates with the Baltimore Workforce Development Board (BWDB), a board appointed by the mayor, to address the diverse workforce needs of job seekers and employers. They partner with the BWDB and other stakeholders to ensure well-coordinated and impactful efforts in supporting individuals in finding meaningful work. MOED offers a range of services, including the Train Up program, which provides unemployed and underemployed residents with free job training and essential skills for Baltimore's growing industries.
