Description

The Ombudsman Commission is an independent institution established in Papua New Guinea to provide a means of redress for citizens suffering from administrative injustice. Its origins trace back to Sweden in 1713, where it was initially formed to oversee the conduct of the administration and judiciary in the king's absence. Over time, the institution evolved into a public complaints-driven process, gaining popularity in Scandinavian countries and Europe before spreading worldwide.


There are two types of ombudsman institutions: "classic ombudsman" offices focused on combating maladministration in the public sector, and "hybrid human rights ombudsman" offices that combine traditional ombudsman and human rights commission roles. The Pacific Ombudsman Alliance (POA) is an alliance of all Ombudsman Institutions in the Pacific, working together to preserve the rule of law, good governance, and the protection and promotion of fundamental human rights and freedoms. The Ombudsman Commission of Papua New Guinea, established directly by the Constitution, is an integral part of the country's system of checks and balances.


It guards against the abuse of power, assists those exercising public power, and imposes accountability. Notably, the Commission's independence is guaranteed by the Constitution, and its powers are exercised by a Commission rather than a single office-holder. The Members of the Commission are appointed by the Governor-General, following the advice of the Ombudsman Appointments Committee.


The Commission consists of three members, including the Chief Ombudsman and two other Ombudsmen. Through its various functions and unique structure, the Ombudsman Commission plays a vital role in ensuring transparency, fairness, and good governance in Papua New Guinea
