Created by the National Open Education Platform Association, which includes leading universities such as Moscow State University, St. Petersburg Polytechnic University, St.

Petersburg State University, NITU MISIS, Higher School of Economics, MIPT, Ural Federal University, and ITMO University. Their mission is to provide high-quality open education as a unique learning environment throughout one's life and as part of the higher education system in Russia and the world. The platform offers courses that are accessible without any formal educational requirements.

It also provides a unique opportunity in Russia to obtain certificates by successfully completing online courses and using them towards a bachelor's or specialist degree. Compared to other online learning platforms, the courses offered on the National Open Education Platform have certain distinctive features.
