SBIR. gov is a brand that encompasses the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. These highly competitive programs encourage domestic small businesses to engage in Federal Research and Development (R&D) with the potential for commercialization.

By including small businesses in the nation's R&D arena, SBIR. gov stimulates high-tech innovation and meets specific research and development needs. The SBIR program is structured in three phases: Phase I establishes the technical feasibility and commercial potential of proposed R&D efforts, Phase II continues the R&D efforts initiated in Phase I, and Phase III involves pursuing commercialization objectives resulting from the Phase I/II activities.

The STTR program requires small businesses to collaborate with nonprofit research institutions.
