## Description

SkyBlue Center for Community Development LLC provides legal services, structured finance, and portfolio management for organizations advancing community and economic development. Based in the Pacific Northwest and serving clients nationwide, the firm works with nonprofit and public-service organizations, developers, investors, community development entities, CDFIs, public housing authorities, and other participants in affordable housing and economic development.

Its integrated finance-and-law approach supports complex projects involving layered capital, regulatory obligations, and business risks. Services include legal representation, compliance reviews and systems, portfolio analysis, development pro formas, capital sourcing and stacking, strategic planning, and management support. SkyBlue also helps stabilize housing projects and qualifying low-income community businesses through workouts and restructured financing, and guides New Markets Tax Credit (NMTC) transactions, including applications, documentation, compliance, reporting, exits, and unwinds.

The firm emphasizes practical implementation, transparent processes, and stronger organizational capacity. Its work is led by Neal Sacon, a lawyer and accountant with more than 30 years of experience in community development, structured finance, and investment fund management.
