The Upper Savannah Council of Governments is a multi-county planning and development organization dedicated to serving the Upper Savannah region. Our brand is committed to supporting the growth and well-being of our communities through a range of services and programs. For older adults in the region, we offer Aging & Disability Resource Center services that aim to improve their quality of life and enable them to lead independent lives with dignity in their own homes.

Furthermore, our Community Development Division has been providing technical assistance and staff support to local governments in the region since 1977. We work closely with them in the application and administration of Community Development Block Grant (CDBG) funds. Additionally, our Economic Development Division collaborates with local governments, economic development organizations, businesses, and citizens to support projects that create permanent jobs and stimulate private sector investment.

We also assist local governments with planning, transportation, GIS & mapping, and continuing education through our Government Services division. For employers and job seekers in the counties of Abbeville, Edgefield, Greenwood, Laurens, McCormick, Newberry, and Saluda, our Workforce Development Division provides valuable assistance. Lastly, our Transportation Planning division is committed to developing an efficient, multi-modal transportation system that enhances the mobility of people and goods within the Upper Savannah Region.
