VIVEL is a network organization that contributes to the provision of high-quality and accessible healthcare and support in the regions of Flanders and Brussels. Established as the Flemish Institute for Primary Care, VIVEL has been recognized and funded by the Flemish government since May 1, 2019, as a partner organization for primary care. VIVEL serves as the central point of contact and platform for dialogue between primary care actors, the government, and each other at the Flemish level.

Its mission is to improve the health and well-being of every citizen in Flanders and Brussels by bringing together healthcare and welfare actors, representatives of individuals with care and support needs, caregivers, local authorities, and expert centers. VIVEL is proactive in responding to developments in healthcare and welfare, strengthening the capacities of care providers and organizations to efficiently and target the needs of vulnerable individuals and their environment. It also provides strategic advice to the Flemish and Brussels governments for optimal primary care policies
