ACCORD is a Horizon Europe project that aims to automate the building permit and compliance processes using BIM and other data sources. This project will develop a Semantic Framework that will be demonstrated in construction projects across Finland, Estonia, Germany, UK, and Spain. The framework includes semantic interoperability, a rule formalization tool, and integrated micro-services for building permit and compliance checking.

The main result of ACCORD is a semantic building permitting framework that streamlines the manual steps in the building permit process into a semi-automated workflow. Additionally, ACCORD will develop a rule formalization tool that allows the formalization of regulations into a standardized rule representation format. This framework will be supported by a Ruleset Database for the storage and retrieval of rules in a semantic format.

ACCORD also offers building compliance checking micro-services with open standardized APIs for integrated data flows between building permitting, building compliance, and other information services. The project aims to provide technical standards, guidelines, and a body of knowledge to support the development and usage of automated digital building permit processes.
