The Agricultural Credit Policy Council (ACPC) is an organization established in 1986 to support the Department of Agriculture (DA) in coordinating and harmonizing credit policies and programs. ACPC plays a crucial role in reviewing and assessing the economic viability of agricultural credit programs before approval, ensuring soundness and effectiveness. As an attached agency of the DA, ACPC administers the Comprehensive Agriculture Loan Fund (CALF), facilitating innovative financing schemes for small farmers and conducting institutional capacity building programs.

Since the enactment of the Agriculture and Fisheries Modernization Act (AFMA) in 1996, ACPC has adapted to the liberalized and globalized environment of the industry. It is responsible for phasing out agricultural directed credit programs and implementing the Agro-Industry Modernization Credit and Financing Program (AMCFP). ACPC oversees the administration of the AMCFP Fund and ensures the smooth flow of funds to priority sectors and intended clients.

Through research, institution-building, and policy advocacy, ACPC actively contributes to the development and implementation of strategies that enhance credit accessibility to agriculture and fisheries sectors. The Council consists of representatives from the Department of Agriculture, the Bangko Sentral ng Pilipinas, the Department of Finance, the Department of Budget and Management, and the National Economic and Development Authority
