Het actienetwerk 15% GasTerug is opgericht na een oproep van voormalig wethouder van Doorninck om nu iets te doen om van het Russisch gas af te komen. Na enkele bijeenkomsten heeft het actienetwerk zich gevormd tot 8 onderdelen die samen werken aan 15% GasTerug in 2022. Het netwerk bestaat uit koplopers in bedrijven, brancheorganisaties, instellingen, nutsbedrijven, overheden, particuliere inititiatieven en staat open voor deelname door iedere organisatie, bedrijf of ander netwerk dat zich actief committeert aan het doel. Het netwerk staat onder regie van de Amsterdam Economic Board, de Green Business Club, het Koplopersplatform 02025, de Metropoolregio Amsterdam en de gemeente Amsterdam.
