The Agence de Développement et d’Urbanisme Sambre Avesnois Hainaut Thiérache (ADU) is a shared territorial planning and development agency serving the Sambre-Avesnois area. It works with local authorities, elected officials and partners to shape the region’s future, supporting projects from initial strategy through to practical implementation. Its services are organised across four areas.
The Planning team advises on land-use planning and territorial projects, including the Sambre-Avesnois territorial coherence scheme, intercommunal local urban plans and mobility planning. The Studies team conducts observation, analysis and forward-looking research, with work covering sustainable development, climate and energy planning, transitions, and territorial and cross-border cooperation. The Urban Projects team supports urban studies and renewal initiatives, including projects connected with national urban renewal programmes.
The agency also produces and shares resources such as maps, geographic information, 3D models, publications and communications materials. Through its research, coordination and project support, the ADU helps communities understand local challenges, develop shared strategies and turn them into action
