AFUR, the African Forum for Utility Regulators, is a pan-African institution founded in November 2002 under the NEPAD framework. It brings together utility regulators from across the continent to strengthen regulation and support sustainable infrastructure development. Its work spans electricity and energy, water and sanitation, communications, transport and maritime services, and petroleum and gas.
AFUR helps members share knowledge and best practices, build regulatory capacity, and harmonise policies and frameworks across countries and regional economic communities. Through its conferences, events, knowledge hub, projects and sector working groups, the forum provides opportunities for regulators to collaborate and access practical resources. Its initiatives include mini-grid tariff tools, regulatory support for electricity access, energy-efficiency reviews, transport-sector guidance and water-related capacity-building activities.
The organisation also works with continental and international partners, including the African Union, AUDA-NEPAD, the African Development Bank, UNDP and sector organisations. AFUR’s broader mission is to advance effective, transparent and investment-ready utility regulation that supports infrastructure development, consumer interests, regional integration and Africa’s energy transition.
