AZCON Holding is a public legal entity established under a decree of the President of Azerbaijan dated 7 November 2024. It brings state-owned enterprises in the country’s transport and communications sectors under a unified management structure, aiming to support their continued development and help them enter a new stage of growth. The Holding oversees 12 state enterprises and one subsidiary, with more than 50,000 employees across transport, communications, industry and digital solutions.

Its portfolio spans passenger and freight aviation, railways, shipping, metro and city bus services, taxi transport, shipbuilding and marine engineering. It also includes satellite and space services, telecommunications, postal and logistics services, radio and television broadcasting, digital services and artificial intelligence research and development. Together, these organisations serve individuals and businesses while supporting infrastructure development, mobility and technological capability in Azerbaijan. AZCON’s national airline, AZAL, operates domestic and international passenger and cargo services, while its other entities provide services ranging from postal delivery and secure digital solutions to maritime transport and satellite communications.
