About AZDLLC
The Arizona Department of Liquor Licenses and Control (DLLC) is dedicated to ensuring public safety and fostering economic growth through responsible liquor sales and consumption. As authorized by Arizona Revised Statutes Title 4, DLLC carries out its mission by employing a range of strategies including law enforcement, licensing, auditing, education, publicity, and communication. The department is responsible for reviewing and processing over 250 new and 600 renewal liquor licenses each month.
DLLC oversees 21 different license types that allow for the legal production, sale, and service of liquor across various locations such as airplanes, trains, watercraft, restaurants, liquor stores, hotels, bars, distillers, distributors, and special events. The department is divided into two main divisions: Licensing and Administration Division, and Investigation Division. The Licensing and Administration Division handles daily operations, including budget and finance, liquor license auditing, and personnel.
The Administration Division also encompasses the Audit Unit, which ensures establishments maintain the required food-to-liquor sales ratio, the Budget and Finance Unit, responsible for fee distribution, and the Licensing Section, which issues, transfers, renews, and audits different license types. The Compliance Unit within this division facilitates the dispute-resolution process. The Investigation Division focuses on enforcing compliance with Arizona liquor laws by providing educational courses, conducting routine inspections, responding to public complaints, and training law enforcement agencies on liquor-related law enforcement strategies such as the Covert Underage Buyer (CUB) program.
