Baltimore Harm Reduction Coalition

Baltimore Harm Reduction Coalition, Inc. (BHRC) is a Baltimore-based organization that mobilizes community members to advance the health, dignity, and safety of people affected by the war on drugs and anti-sex-worker policies. It promotes harm reduction as part of a broader movement for social justice, working to make both individual practices and institutions safer and less harmful.

BHRC describes harm reduction as a philosophy and set of practices that expand choices, increase access, and support safety without judgment. Its approach recognizes positive change, meets people where they are, and addresses the effects of stigmatizing culture and oppressive policies. The organization’s work includes outreach and drop-by services, community engagement, coalition building, and advocacy. Its initiatives include the BRIDGES Coalition and the Maryland Harm Reduction Advocacy Network. BHRC also provides resources and opportunities to volunteer, participate, attend events, and support its work through donations. The organization is located at 116 E. 25th Street in Baltimore, Maryland, and lists office hours from Monday through Friday, 9 a.m. to 5 p.m.
