ארגון "בשער- קהילה אקדמית למען החברה בישראל" (ע"ר), הוקם בשנת 1999 ע"י חברי סגל בכירים ממוסדות ההשכלה הגבוהה בישראל.כיום חברים בארגון כ-2000 חברות וחברי סגל אקדמי, לרבות נשיאות, נשיאים ורקטורים בהווה ולשעבר, כלות וחתני פרס נובל ופרס ישראל מכל המוסדות להשכלה הגבוהה בישראל.יו"ר "בשער" היא פרופ' חגית מסר-ירון, אשר כיהנה כנשיאת האוניברסיטה הפתוחה, כסיו"ר המועצה להשכלה גבוהה, כסגנית נשיא למחקר באוניברסיטת תל אביב וכמדענית הראשית במשרד המדע.
