Cal Bear Consulting

Cal Bear Consulting LLC is a California consulting firm that helps adults with developmental disabilities build independence and quality of life through the Self-Determination Program (SDP). Founded by Rafael Barragan, M.A., BCBA, the company focuses on supporting individuals as they transition from school-based services into adulthood, primarily serving clients aged 22 and older. Its person-centered, naturalistic programs are tailored to each person’s goals and take place at home, in the community, or in other everyday settings.

Services include functional behavior assessments, behavior intervention and treatment planning, BCBA consultation and supervision, progress monitoring, and training for families, caregivers, and staff. The company also connects clients with community integration support, personal assistants, job coaches, and specialists in communication, social skills, and sensory regulation. Additional supports include employment and volunteer preparation, transportation training, and help with community activities. Cal Bear Consulting coordinates a network of qualified providers across the Inland Empire, Los Angeles County, and Orange County, and works with major Financial Management Service providers to help families align services with approved SDP budgets.
