CARLEP, or the Commercial Agriculture and Resilient Livelihoods Enhancement Programme, is dedicated to transforming Bhutan's subsistence agriculture into a sustainable, market-driven sector. By embracing climate-smart agricultural practices, CARLEP empowers rural communities and enhances the capabilities of local institutions. Operating in six eastern Dzongkhags, including Lhuentse and Trashigang, the program targets vulnerable Gewogs, aiming to uplift 28,000 smallholder households through tailored interventions.

CARLEP focuses on developing value chains in dairy and vegetables, directly benefiting around 5,000 households. The program promotes market-led agricultural production while providing institutional support and policy development to bolster community resilience against poverty and climate change effects. With initiatives like the milk processing unit and innovative training programs, CARLEP not only enhances productivity but also nurtures entrepreneurship among the youth. Through strategic partnerships, community involvement, and a commitment to sustainability, CARLEP is paving the way for a thriving agricultural economy in Bhutan.
