The programme can support comprehensive thermal modernisation and measures such as installing heat pumps, connecting to a district heating network, upgrading central heating and hot-water systems, adding mechanical ventilation with heat recovery, and installing photovoltaic micro-generations. Funding may be available as a grant, a grant with pre-financing, a grant to repay part of a bank loan, or a loan for municipalities to provide supplementary financing.
