Representante en Costa Rica de los Programas: Alternativa a la Violencia (PAV) y Respuesta Creativa al Conflicto (RCC). La Fundación CEPPA (Centro de Estudios para la Paz), fue iniciada en 1988 y facilitó sus primeros talleres en 1990. Su sede está en San José, Costa Rica y surgió como una inquietud de Celina García, por contribuir a crear una cultura de paz. Celina fungió como Secretaria Ejecutiva del PEC (Peace Education Commission, International Peace Research Association), o sea, la Comisión de Educación para la Paz de la Asociación Internacional de Investigación para la Paz. Anteriormente fue también Coordinadora de Programas del Instituto de Investigación Juvenil (Youth Board Research Institute), de la Ciudad de Nueva York. La Fundación CEPPA es una filial del Programa Respuesta Creativa al Conflicto, de Nyack, Nueva York y del PAV (Programa Alternativa a la Violencia), cuya sede internacional está en Canadá. Ambos programas son de origen cuáquero sin ninguna vinculación religiosa, étnica o sectaria. El personal de CEPPA fue capacitado en 1990 por Priscilla Prutzman y Martha Moss, facilitadoras de estos programas.
