The California FAIR Plan is a private association comprised of all insurers authorized to write property insurance in California. The FAIR Plan was established in July 1968 following the 1960s brush fires and riots as the state’s insurer of last resort, created to ensure access to basic property insurance for California homeowners who have been unable to obtain homeowners insurance from the voluntary market for reasons outside of their control. The FAIR Plan will write fire insurance coverage for these homeowners, regardless of a property’s wildfire risk. The FAIR Plan is committed to strengthening consumer choices in the voluntary insurance market, while ensuring that all homeowners, including those who live in areas threatened by wildfires, can obtain basic property coverage and the peace of mind they deserve.

About California FAIR Plan Association
The California FAIR Plan, established in 1968, is the insurer of last resort for California homeowners who struggle to find coverage in the traditional marketplace. It is not a state agency or public entity and operates as a syndicated fire insurance pool comprised of all insurers licensed in California. The FAIR Plan offers basic property coverage, including dwelling, commercial, and earthquake insurance for both rural and urban customers.
Despite not being rated by A. M. Best, the FAIR Plan is supported by all property insurers licensed in California, ensuring stability and reliability since its inception.
The goal is to provide a temporary safety net until homeowners can secure coverage from a traditional carrier. With a customer-centric approach, the FAIR Plan strives to support Californians, particularly those facing high fire risk, until they no longer require assistance
