About RhodeIslandOER
Clean Heat Rhode Island (CHRI) is a state-sponsored initiative dedicated to facilitating the transition from fossil fuels to clean and efficient electric heating and cooling systems for residents of Rhode Island. Funded through the Regional Greenhouse Gas Initiative (RGGI), which encompasses the first market-based cap-and-trade program in the United States aimed at reducing greenhouse gas emissions from the electric power sector, CHRI has been operational since 2007.
In 2023, CHRI utilized $25 million in federal funding from the American Rescue Plan Act to launch several programs, marking a significant step towards achieving its environmental goals. The program has provided over 4,000 incentives and significantly reduced carbon emissions, establishing Rhode Island's largest heat pump initiative to date. CHRI also offers valuable services like the Heat Pump Installer Network (HPIN), connecting residents with qualified installers, along with virtual consultations to assist in navigating the transition. The latest offerings aim to support low-to-moderate income households, emphasizing equitable access to energy upgrades while minimizing out-of-pocket costs and promoting essential weatherization improvements to enhance energy efficiency.
