The Initiative for Climate Action Transparency (ICAT) is a global initiative that promotes transparency and accountability in climate action. Its mission is to help make climate policies and actions more effective by providing accessible tools, data, analysis and practical guidance. ICAT supports governments in building the information systems and expertise needed to implement, track and strengthen their national climate commitments under the Paris Agreement, while aligning this work with national development priorities.

Its services include tailored country projects, training, regional collaboration and knowledge sharing, alongside an open-source toolbox of methodologies and resources. These cover policy impact assessment, emissions projections, NDC tracking, data management and reporting, climate finance transparency, Article 6, sustainable development, just transitions, transformational change, adaptation, loss and damage, and subnational and non-state climate action. ICAT also shares country experiences, best practices and analysis to help stakeholders make informed decisions and assess progress toward climate goals. Its network includes partner countries, regional hubs and implementing and expert partners.
