Association de loi 1901, le COMITÉ NATIONAL DE SÉCURITÉ POUR LES USAGERS DE ELECTRICITÉ a été créé en 1964 à l’initiative des installateurs électriciens et d’EDF. Le CONSUEL est reconnu d’utilité publique depuis 2004 et placé sous tutelle de la Direction Générale de l’Energie et du Climat (DGEC) du ministère de l’Ecologie, du Développement durable et de l’Energie qui fixe le barème des formulaires CERFA d’attestation de conformité constituant ses seuls revenus au regard de sa mission. La péréquation induite par ce barème permet la réalisation de sa mission à un tarif identique quel que soit le lieu de son intervention en Métropole et dans les DOM. L’organisation nationale du CONSUEL emploie plus de 320 personnes, dont 200 inspecteurs et techniciens répartis sur l’ensemble du territoire Français. Son Conseil d’administration est composé des membres suivants (Distributeurs d’énergie électrique – installateurs électriciens – Usagers de l’électricité) : AMF, ANROC, CAPEB, EDF, ELE, ENEDIS, Familles de France, FEDELEC, FFB, FFIE, FNCCR, FN-SCOP BTP, GROUPAMA SA, SERCE, UNA 3E CAPEB, et l’Union Sociale pour l’Habitat.
