Councilon is an illustrated, source-aware research guide for people exploring public and historical records. It helps users turn a name, address, phone number, email address, or other clue into a careful research plan, while emphasizing that a possible match is not proof. Its guides explain how to search for people, trace address histories, research unfamiliar phone numbers and email addresses, and locate or request public records.

Councilon also covers sources such as U. S. census schedules, city directories, historical newspapers, and naturalization records, outlining where records may be held, what they can reveal, and how to cross-check findings.

Its method encourages researchers to define a question, identify the relevant government office, archive, library, or historical collection, and verify results against independent sources. The site distinguishes original records, indexes and transcripts, contextual sources, and compiled profiles, which it treats as leads rather than final authority. Councilon is not a consumer reporting agency and advises against using its guides for decisions about employment, housing, credit, or insurance, or for surveillance or harassment
