Being an archipelagic nation situated in Southeast Asia, the Philippines has immense potential in onshore and offshore wind energy resources. However, these resources have remained largely untapped due to high electricity prices and reliance on conventional generation fueled by imports.

To address this issue, the Department of Energy introduced the Policy and Administrative Framework for Offshore Wind Development (OPAF), which aims to accelerate the exploration and development of indigenous offshore wind resources. One key aspect of OPAF is the Energy Virtual One Stop Shop (EVOSS) system, an online platform that streamlines the permitting process for offshore wind projects. This system enables the coordinated submission and synchronous processing of all necessary data and information, providing a single decision-making portal for permit applications.

As a result, the OPAF creates a more efficient and expedited process for granting clearances for the use of offshore wind resources. Additionally, the OPAF introduces priority activities to enhance the implementation of offshore wind projects, establishes a Philippine Offshore Wind Databank, and calls for the updating of current guidelines for the award of Offshore Wind Energy Service Contracts. The collaboration of different government agencies, as well as the establishment of comprehensive Marine Spatial Planning, further contributes to the integrated and organized development of offshore wind energy.
