Delotor is a Russian-language online forum and marketplace organized around member discussions, seller listings, and peer-to-peer transactions. Its sections include forum rules and announcements, user guides, advertising, seller directories, a blacklist, and an arbitration area. The site also describes a guarantor service intended to oversee transactions when buyers and sellers cannot independently assess goods or services.

Marketplace categories advertised on the forum include digital accounts and software, currency exchange, payment wallets and debit cards, financial services, business schemes, and document-related offers. Some listings involve clearly high-risk or potentially unlawful goods and services, including counterfeit identity documents, account access, forged currency, and hacking-related services. Delotor provides search, registration, discussion threads, seller-status information, and a Telegram channel, and it promotes access through an onion address using the Tor browser.

Its content is primarily user-posted, so listings and claims should not be taken as verified or legitimate. The forum’s stated rules, arbitration, and verification features do not establish that transactions are safe or lawful
