The Defense Industrial Base Consortium (DIBC) brings together government, industry, academia, and other organizations to strengthen U.S. defense capabilities. Established through an Other Transaction Agreement by the Department of Warβs Warfighting, Investments, Resourcing, and Execution (WIRE) office, the consortium supports critical defense industrial subsectors. Its mission is to expand the defense industrial base, while its vision is a resilient U.S. supply chain and workforce able to respond to national security crises without reliance on foreign sources.
DIBC helps reduce barriers for small and non-traditional businesses seeking to work with the government and access research, prototyping, and teaming opportunities. Members identify, develop, and test emerging capabilities, drawing on commercial solutions and innovations from industry, academia, and non-traditional contractors. The consortium encourages participation from startups and industry innovators, established defense contractors, academic and research institutions, and nonprofits.
DIBC provides access to opportunities and solicitations, project pathways, awards, member resources, and guidance on navigating the defense market.
