DOVA is een samenwerkingsverband van de 15 decentrale overheden die het regionale en stedelijke openbaar vervoer in Nederland aansturen. Aanvullend op het eigen regionale OV-beleid werken de decentrale 'OV-autoriteiten' samen op een aantal landelijke OV-onderwerpen. In DOVA-verband komen ze gezamenlijk tot landelijke inbreng, maatregelen en afspraken op OV-gebied. Ook stemmen de OV-overheden onderling af en bereiden ze hun inbreng in sector brede overleggen voor. Dit betreft onder andere dossiers als betalen in het OV (Nationaal OV-beraad NOVB), Landelijk Tarievenkader (Regionaal OV-beraad ROVB) Toekomstbeeld OV 2040 (Landelijke OV- en spoortafel) Sociale Veiligheid (Sector-overleg Sociale Veiligheid OV). Daarnaast zijn DOVA-medewerkers actief betrokken bij projectmatige uitwerking van vastgesteld beleid op bovengenoemde onderwerpen. Binnen het in Utrecht gevestigde bureau van DOVA staat samenwerking centraal. Zowel met de ‘moederorganisaties’ (decentrale overheden), als met ‘zusterorganisaties’ (CROW-NDOV, CROW-KpVV en IPO), als met andere sectorpartners sector (bv landelijke organisaties van reizigers, van vervoerders en van de rijksoverheid). Samenwerkingsverband DOVA is a Dutch partnership of decentralized public transport authorities, established in January 2019 through collaboration between DOVA and NDOV. Its members work together to improve public transport in the Netherlands. Alongside CROW-KpVV, VDVN and Railforum, DOVA forms part of the OV-campus, a collaborative platform focused on public transport.

These include work on a multi-year public transport image programme, developed with public transport operators and authorities, with a planned launch on Public Transport Day 2027.
