The Early Childhood Personnel Center (ECPC) is a project of the A.J. Pappanikou Center for Excellence in Developmental Disabilities at UConn Health. It supports states in developing Comprehensive Systems of Personnel Development (CSPDs) to strengthen services and improve outcomes for infants and young children with disabilities and their families. These systems address workforce recruitment and retention, personnel standards, pre-service and in-service training, leadership, coordination, sustainability, and evaluation.
ECPC offers resources and technical assistance for state CSPD teams, Part C and Part B/619 staff, higher education faculty, doctoral students, and families. Its materials include cross-disciplinary competencies, interactive resource maps, personnel standards by discipline and state, and information about early childhood certificate and degree programs at institutions of higher education. Additional offerings include briefs and checklists, curriculum modules, e-learning lessons, videos, reports, presentations, and service coordination resources. The center also features state initiatives, leadership academies, and online portals. Through these tools and supports, ECPC helps states coordinate the preparation and ongoing development of practitioners and administrators in early intervention and early childhood special education.
