Copernicus is an innovative EU initiative designed to deliver comprehensive information services anchored in satellite Earth observation and terrestrial data. Among its various offerings, the Copernicus Emergency Management Service (CEMS) plays a pivotal role in enhancing disaster response capabilities, focusing on both natural and man-made emergencies. A key component of CEMS is the European Flood Awareness System (EFAS), which serves as a pan-European probabilistic early warning system dedicated to assessing flood risks and hazards.

This system equips public authorities and emergency responders with timely information to mitigate the impacts of flooding across Europe. Copernicus ensures that its services are user-driven, meaning that the information is accessible freely and openly, supporting the needs of various stakeholders. With offerings including data access, collaborative resources, and training, Copernicus is committed to improving disaster management and fostering a proactive approach to environmental challenges
