EmPower Analytics Group

EmPower Analytics Group is an independent analytics organization that measures the public-health and economic costs of data centers and energy infrastructure. Its mission is to ensure that air-pollution impacts are considered in the permitting, planning, and development decisions that shape communities’ health. EmPower works with regulators and policymakers, communities, advocacy and environmental organizations, developers, and industry.

The group provides quantitative assessments that translate permitted emissions into estimates of population exposure, premature mortality, illness, and monetized health damages. Its analyses draw on EPA emissions data, atmospheric dispersion modeling, peer-reviewed exposure–response research, and federal health-damage valuation frameworks. Assumptions are documented, and methods are designed to be transparent and reproducible.

EmPower’s selected work includes evaluations of data centers and proposed or expanding gas-fired power plants in Virginia, Tennessee, West Virginia, and South Carolina. These assessments help decision-makers and the public weigh energy and economic development alongside long-term health outcomes. The organization also supports developers and operators seeking to understand health implications and incorporate them into project planning.
