These include the Caucasus Research Resource Center, Baku IdeaLab, International Programs, Baku Food Hackathon, Corporate Social Investment, Support for Educational Reform, Youth Economic Development, Strengthening Civic Engagement Among Young People, Transparency in Municipal Service Delivery, European Integration, Civil Journalism, E-media, Local Governance and Environment, and Promoting Rule of Law and Democratization. EPF's mission is to empower individuals to bring about social justice and economic prosperity through hands-on programs that help improve communities and personal lives. As a grant-maker and program-implementer, EPF is guided by program mandates and approaches such as Civic Participation and Monitoring, Research and Policy Capacity Building, Youth Engagement and Empowerment, Cross Border Cooperation, and Open Door Grant Making.

EPF's program priorities are determined annually through consultations with local and international stakeholders and the Board. EPF also operates as a member of the EF Network, which consists of five local foundations supporting civil society in various regions.
