Est Ensemble is a public territorial authority in the Greater Paris area, bringing together nine cities: Bagnolet, Bobigny, Bondy, Le Pré-Saint-Gervais, Les Lilas, Montreuil, Noisy-le-Sec, Pantin and Romainville. Established in 2010, it serves around 408,000 residents through local services, development programmes and community projects. Its responsibilities span urban planning and transport, social cohesion, culture, waste management, economic development, employment and training, water and sanitation, housing, environmental transition and sport.

Est Ensemble also leads major initiatives, including urban renewal, public facilities, climate and energy planning, tree planting, waste reduction, circular-economy programmes and improvements to local mobility. Residents can access cultural services through a network of 14 libraries, with initiatives such as free library cards for primary school pupils and events for young children. The authority shares local news, events, publications and public information, and provides practical contacts for waste collection and water services.

Through its work across the nine municipalities, Est Ensemble aims to improve daily life and support the territory’s long-term development
