About ESTA

Esta is the European Smoking Tobacco Association, representing companies involved in the manufacturing, distribution, and sale of fine-cut tobacco, pipe tobacco, and traditional European nasal snuff and chewing tobaccos. These products hold a significant place in European cultural heritage and Esta's members consist of mid-sized companies, including SMEs and family-owned businesses that have been operating for several generations. Many of these companies have expanded from local operations to become truly European companies, serving consumers throughout the EU and beyond.


Esta works under the guidance of a chairman and vice-chairman, along with a board and several working groups focused on various aspects of the industry, such as products, taxation, and trade. The association is led by a Secretary General, who represents Esta with governmental bodies and the media. The association's members manufacture a range of tobacco products in 10 European member states and export them worldwide.


Skilled artisans use traditional techniques to create unique blends of tobacco, continuing centuries-old traditions of European craftsmanship. However, in recent years, smaller firms have been acquired or shut down, leading to the disappearance of traditional brands and job losses. Recognizing the economic and social importance of tobacco production in certain regions, Esta advocates for its protection when developing regulations.


The consumption of fine-cut tobacco has shown fluctuations in recent years, with an increase from 2008 to 2012, followed by a decline and subsequent stabilization. The economic crisis played a role in these fluctuations, with price sensitivity impacting consumer behavior. Fine-cut tobacco serves as a buffer for smokers who can no longer afford cigarettes, offering a legal alternative to illicit cigarettes smuggled from neighboring countries.


Contrary to misconceptions, fine-cut tobacco is primarily enjoyed by specialist consumers and traditional tobacco enthusiasts, with a niche market presence in most European countries. In certain markets with a long history of fine-cut tobacco, the product holds cultural significance due to its local manufacturing heritage. The association also acknowledges the challenge of tobacco smuggling and illegal sales, which poses a threat to government revenues and public health.


It emphasizes the importance of track and trace systems as a tool to combat illegal trade. Furthermore, Esta recognizes the diversity of tobacco excise structures across EU member states and believes in allowing national governments to set balanced taxation based on their specific circumstances. Any alignment of taxation, regardless of product differences, can negatively impact fine-cut tobacco's buffer function and contribute to increased illegal trade of cigarettes.
